Montenegro's cybersecurity insurance market is steadily growing, with over 4,200 policies in place by 2026. The average premium has increased to €1,350, reflecting heightened awareness of cyber risks. The rising frequency of cyberattacks has led to estimated damages of nearly €2.9 million annually, prompting more businesses to invest in coverage. Despite this growth, only 28% of companies currently hold cybersecurity insurance, indicating considerable room for expansion.
Investment in cybersecurity remains a priority for Montenegrin firms, with around 12% of their IT budgets dedicated to security measures. The government and private sector are collaborating to improve digital resilience, emphasizing the importance of insurance as a key risk mitigation tool. As cyber threats evolve, Montenegro is expected to see further adoption of cybersecurity policies and increased insurance coverage to protect its digital economy.
