Azerbaijan has seen a steady increase in internet adoption, reaching an 85% penetration rate in 2026. This growth correlates with a rise in cyber threats, particularly phishing attacks, which account for 4.8% of total cyber incidents. The government and private sector have increased cybersecurity budgets to USD 320 million to combat these risks, reflecting the country's commitment to digital security.
With a cybersecurity workforce of approximately 12,500 specialists, Azerbaijan is strengthening its defenses against cyber threats. Despite these efforts, 1,200 data breaches have been reported this year, highlighting the ongoing challenge of protecting digital infrastructure and user data amid rising cybercrime sophistication.
